Our Culture
We are a learning organization. We are willing to change anything and everything needed to help paramedicine in Eastern Ontario be its best, including our organizational design and culture. The only thing we will not change is our commitment to patient safety, quality of paramedic care and delivering results.
When functioning efficiently and effectively, our organization is consistent, legally defendable, reproducible and based on best practice and current scientific evidence in all domains: clinical, educational and quality & safety.
The RPPEO's educational activities are reproducible by all coordinators, instructors and facilitators, and are performance monitored. They are chosen to address issues identified from the RPPEO’s quality data or to impart new information. We continue to search for innovative ways to provide these educational services, while meeting the established standards. Our objective assessment of paramedic competency uses impartial measurement of performance, using industry standard assessment tools.
The philosophy of RPPEO’s quality and patient safety activities is preventing medical errors before they occur by understanding the conditions that allow them - and reducing their occurrences. We use performance indicators, patient outcomes, and compare measures to benchmarks. Our work to assess patient care uses standardized, inter-operator reliability.
The RPPEO clearly communicates our purpose - and how we intend to achieve it - with staff and stakeholders - through defined processes.
Communication is critical to a well-functioning organization. The RPPEO works collaboratively internally and with our partners, clients and stakeholders to meet the needs of all involved. We maintain ongoing communications to share common goals and reinforce objectives while taking the requirements of partners, clients and stakeholders into account.
We achieve and maintain business continuity through well-thought-out and well-communicated policies, procedures and processes. The RPPEO ensures these policies, procedures and processes are developed in consultation with our partners, staff and stakeholders. They are process-mapped and tested before we place them into official use.
The RPPEO’s strategic vision is broken into a series of frameworks and plans that enable us to progress towards our vision. The Quality Framework, the Education Framework, and their enabling plans, the IT Plan and the Communications Framework, are designed to communicate our vision and provide the road map to achieving it. We use these guiding documents to plan our yearly strategic goals. At its heart, our vision reflects our desire to Standardize, Automate, Measure, Evaluate, Develop and Improve (SAMEDI) all the RPPEO's work.
Throughout our history since 2009, our work has grown and adapted while these 12 principles have emerged as the way we conduct our ourselves and approach our work.

The Canadian Centre for Substance Abuse is addressing the stigma surrounding substance use through online learning.
They have developed an introductory learning module as the first in a planned series of modules on the topic of stigma and substance use. These modules are developed with the needs of both the general public and professional audiences in mind. The first module, The Sting of Stigma, will introduce you to the concept of stigma, and explain why it is harmful and what its impacts are on people with problematic substance use and substance use disorder.
After completing the first module, you will understand that substance use disorder is a medically diagnosed health condition and that by using person-first language you can begin to change the way you think about people with substance use disorder. The overarching goal of this and future modules is to increase your understanding of stigma and equip you with the tools and knowledge you need to address stigma at home, in the workplace and in your communities.
Learning Objectives
This course will help you understand:
- What stigma is and the different types of stigma;
- The impacts of stigma on people with substance use disorder;
- That substance use disorder is a medically recognized health condition; and
- That replacing stigmatizing language with person-first language is a simple step you can take towards reducing the harms of stigma.

Troubleshooting MFA

Verification Codes are not working
If you have backup codes, login with a single use backup code, go to Home - Edit Profile and remove the Verification Code authorization method.
Open your Authorization app and delete the entry for rppeo.ca.
Log into rppeo.ca, you will be asked to setup MFA again and create a new entry for rppeo.ca MFA.
If you do not have backup codes, please contact the RPPEO and one of our site administrators will reset MFA for you (during regular hours, if submitted on the weekend it will be seen Monday).

I got a new phone /will be getting a new phone
When you have to change your device, you will need to reset your MFA method(s). To do this you will need your backup codes. If you do not have access to your backup codes, please contact BHITS Support and we will disable MFA for your account. When you log back in you will be asked to configure MFA.
If you have your backup codes are can login to the site, go to Edit Profile, scroll all the way down until you see the MFA Section.
Locate your Verification Code, setup for the old phone, and click the edit icon.
You will see a QR Code on the edit page, use this to setup the account on your new phone.

Web Authorization - No passcodes available
Occationally the Web Authentication method will give you this error after providing your finger print or facial recognition. In most cases retring the second factor authentication will resolve the issue. In rare cases you will need to remove this method from your profile, and set it up again.

What We Do
The Minister of Health mandates certain hospitals in Ontario to provide medical, educational, and quality support to land ambulance services and their paramedics, as stipulated in clause 4 (2) (d) of the Ambulance Act.
Many medical acts are controlled under regulation in Ontario. Some controlled medical acts may be delegated by a physician to a paramedic, under certain conditions. Base hospitals assist the regional Medical Director in setting up the processes for safe delegation of controlled medical acts to paramedics.
The base hospital also assists the Medical Director in their responsibility for paramedic continuing education and the certification of each paramedic who is authorized to perform controlled acts.
As the designated Regional Base Hospital for Eastern Ontario, the Ottawa Hospital meets its mandate through the RPPEO:
- Certification of paramedics to perform certain controlled acts and other medical procedures in accordance with Ontario's Advanced Life Support Patient Care Standards,
- Developing and monitoring the processes for delegation of controlled medical acts to each paramedic, within the parametres set out in regulations and standards,
- Clinical Development for paramedics,
- Medical oversight and continuous quality improvement related to controlled acts and other medical procedures, and
- Medical advice, online medical control and consultation.
Through a Performance Agreement signed into force in 2009, the Ministry of Health and Longterm Care set the minimum terms of performance for The Ottawa Hospital’s base hospital program. The RPPEO’s Performance Agreement specifies the foundational requirements for our committees, administrative governance, communications, finance, confidentiality and reporting. It also describes baseline performance indicators for medical delegation and oversight as well as for paramedic continuing education and the continuous quality improvement of paramedic care in our region.
