As the designated Regional Base Hospital for eastern Ontario, the RPPEO is mandated by the Ministry of Health and Long-Term Care to provide the following services to land ambulance services and their paramedics:

• Certification and authorization to perform controlled acts and other medical procedures in accordance with Ontario's Advanced Life Support Patient Care Standards,
• Continuing medical education,
• Medical oversight and continuous quality improvement related to controlled acts and other medical procedures, and
• Medical advice and consultation.

The RPPEO's Base Hospital Physicians play a vital role in the delivery of prehospital care in the form of online medical direction.  Though paramedics are able to practice with relative independence, there are occasions where they need to consult a Base Hospital Physician before they can proceed with an intervention.  This usually occurs when a paramedic exhausts his or her offline medical directives (standing orders).  However, there are a small number of "supercontrolled" acts such as trasncutaneous pacing, synchronized cardioversion, and needle thoractostomy that require Base Hospital Physician authorization.

The Regional Paramedic Program for Eastern Ontario (RPPEO) will provide leadership in the development of an integrated, performance based, regional system for the delivery of high-quality, compassionate pre-hospital health care services across Eastern Ontario.

The RPPEO will deliver a wide variety of educational opportunities to providers in collaboration with the Hotel Dieu Hospital, the University of Ottawa, Queens University, community colleges and other training organizations.

The RPPEO will develop, share and apply new knowledge and technology in the delivery of evidence-based patient care, through nationally and internationally recognized research programs, in partnership with regional paramedic/EMS agencies and regional stakeholders.

The RPPEO promotes and enables innovation, and the development of sustainable partnerships.
