During a delivery, if the nuchal cord is around neonates neck and cannot be slipped over head by manual means what is the protocol if the cord is pulsating/not pulsating?

The provincial standardized curriculum on labour and delivery recommends the following for nuchal cord management:
Slip the cord over baby’s head or shoulders. If it cannot be relieved by manual means, then immediately clamp and cut the cord while the head is at the perineum, regardless if it’s pulsating or not.
